INVOCATION: Mayor Foster.
PLEDGE OF ALLEGIANCE: All in attendance.
ROLL CALL: Mayor Foster, Vice Mayor Cowell, Council Members Anderson, Kelley, Lukkasson and Winslow.
ABSENT: Council Member Lizarraga.
STAFF PRESENT: Town Manager Alex Taft, Town Attorney Walsma, Al Johnson, C.B.O. and Police Chief Jeff Gilbert.
REPORTS & ANNOUNCEMENTS: No response.
NEW BUSINESS:
100510 – SP1. Discussion and possible award of Quartzsite Gateway Signage and Landscaping Project.
Town Manager Taft introduces Triguna Israel of Principal Engineering. Mr. Israel is the project manager for this project. Town Manager Taft states that Davis-Bacon wages do not apply on this project. Council Member Anderson motioned to possible award Quartzsite Gateway Signage and Landscaping Project. Motion seconded by Council Member Lukkasson. Open discussion between Council and Mr. Israel regarding this project and bid results. Mr. Anderson, M. Anderson Construction Corp., a contractor who had bid on this project, comments that his company was the low bidder the first time this project was out to bid. Mr. Anderson comments regarding a “responsive” bidder. Mr. Anderson comments on contractors who self perform. Mr. Anderson states Mr. Israel is looking out for the Town’s best interest, but wonders if he is looking out for his own best interest also. Mr. Anderson states he feels that is company is the lowest and most responsive bidder for this project. Mr. Israel comments regarding the “self-performing” issue. Mr. Israel states ADOT allows up to 60% to be sub-contractor, all sub-contractors are pre-approved before starting the contract including the dollar amounts. Mr. Israel states that from the process standpoint if the project is awarded to the low bidder they will require and make sure that’s enforced. Mr. Israel states he has not had a project in 19 years where they have allowed them to go over the 60%.
Council Member Anderson and Council Member Lukkasson withdraw their motion and second. Council Member Kelley motioned to table this until they get information regarding the signage and performance. Motion seconded by Council Member Lukkasson. Mayor Foster calls for the vote. Vote – 6 in favor, 1 member absent. MOTION CARRIED.
