ROLL CALL: Mayor Foster, Vice Mayor Cowell, Council Members Anderson, Kelley, Lizarraga, Lukkasson and Winslow.
STAFF PRESENT: Town Manager Alex Taft, Town Clerk Karen Norris, Town Attorney Walsma, Al Johnson, C.B.O. and Police Chief Jeff Gilbert.
REPORTS & ANNOUNCEMENTS:
Police Chief Gilbert announces there have been some burglaries over the weekend and reminds everyone to watch out for their neighbors.
Mrs. Michelle Lukkasson, Centennial Committee, announces they are looking for help, short term commitments. They are gearing up for the Quartzsite Country Bash. Michelle states she will be leaving some volunteer forms in the back of the room for anyone who would like to volunteer; they can be turned in at Town Hall.
NEW BUSINESS:
083010 – SP1. Discussion and possible award of Quartzsite Gateway Signage and Landscaping Project.
Town Manager Alex Taft states that the bids all came in too high; over budget so this item will need to go out for bids again. No action taken on this item.
083010 – SP2. Discussion and possible appointment of Barbara Bowman to the Planning and Zoning Commission, term to expire August 2013, as recommended by the Planning and Zoning Commission.
Council Member Kelley motioned to appoint Barbara Bowman to the Planning and Zoning Commission, term to expire August 2013, as recommended by the Planning and Zoning Commission. Motion seconded by Council Member Lukkasson. Mrs. Barbara Bowman is present. Mayor Foster calls for the vote. Vote – 7 in favor. MOTION CARRIED.
083010 – SP3. Discussion and possible approval of Special Event Liquor License for the Quartzsite Country Bash in the Town Park October 2, 2010.
Council Member Lizarraga motioned to approve the Special Event Liquor License for the Quartzsite Country Bash in the Town Park October 2, 2010. Motion seconded by Council Member Kelley. Mayor Foster calls for the vote. Vote – 7 in favor. MOTION CARRIED.
083010 – SP4. Discussion and possible approval of Promotion of Town Funds for:
- Quartzsite Business Chamber of Commerce
- Quartzsite Historical Society
- Quartzsite Senior Center
- La Paz County Economic Development Corporation
- Proud Neighbors of Quartzsite.
Mayor Foster motions to bring each one up; one at a time to make a public purpose statement before bringing up the issue of granting of funds. Motion seconded by Council Member Kelley. Mayor Foster calls for the vote. Vote – 7 in favor. MOTION CARRIED. Tony and Cee Carneval are present on behalf of the Quartzsite Business Chamber of Commerce. Mrs. Carneval makes a public purpose statement on behalf of the Business Chamber. Ms. Kay Mooring is present on behalf of the Quartzsite Historical Society. Ms. Mooring makes a public purpose statement on behalf of the Historical Society. Mrs. Carol Kelley is present on behalf of the Quartzsite Senior Center. Mrs. Kelley makes a public purpose statement on behalf of the Senior Center. Mr. D. L. Wilson is present on behalf of the La Paz County Economic Development Corporation. Mr. Wilson makes a public purpose statement on behalf of the Economic Development Corporation. Mr. Wilson makes a correction, it is the La Paz Economic Development Corporation; no “County”, they are not affiliated with La Paz County. Ms. Shanana Rain Goldenbear is present on behalf of the Proud Neighbors of Quartzsite. Ms. Goldenbear makes a public purpose statement. Ms. Goldenbear states they are not asking for cash assistance but “in kind” assistance. Mayor Foster motions to open discussion regarding consideration of funding. Motion seconded by Council Member Anderson. Council briefly discusses funding for the different groups. Mayor Foster motioned to approve funding for the Quartzsite Business Chamber of Commerce for $5,500.00. Motion seconded by Council Member Lizarraga. Mayor Foster calls for the vote. Vote – 6 in favor, 1 opposed (Council Member Kelley). MOTION CARRIED. Council Member Lizarraga motioned to approve Promotion of Town funds to the Quartzsite Historical Society in the amount of $4,000.00. Motion seconded by Council Member Lukkasson. Mayor Foster calls for the vote. Vote – 6 in favor, 1 opposed (Council Member Kelley). MOTION CARRIED. Council Member Kelley recues himself from this particular item. Council Member Lizarraga motioned to approve Promotion of Town funds for the Quartzsite Senior Center in the amount of $5,500.00. Motion seconded by Council Member Lukkasson. Mayor Foster calls for the vote. Vote – 6 in favor, 1 abstention (Council Member Kelley). MOTION CARRIED. At this time Council is not giving any Promotion of Town funds to the La Paz Economic Development Corporation. Council Member Kelley motioned to support the Proud Neighbors of Quartzsite (in kind). Motion seconded by Mayor Foster. Mayor Foster calls for the vote. Vote – 7 in favor. MOTION CARRIED. La Paz Economic Development Corporation will come back before Council in the spring.
COMMUNICATIONS/PETITIONS & CITIZEN COMMENTS: (call to the public)
Mrs. Kay Mooring thanks the Isaiah Project for the cool room while the electric was out.
Chief Gilbert commented on the power outage and appreciates how much people pitched in and helped each other out. Chief Gilbert also announces Coffee with Cops this Wednesday at 8:00 am.
Mr. Al Johnson, C.B.O. gives a brief update on the progress of the Assisted Living Facility.
