STAFF PRESENT: Town Manager Alex Taft, Town Attorney Walsma, Town Clerk Karen Norris, Al Johnson C.B.O., and Police Chief Jeff Gilbert.
REPORTS & ANNOUNCEMENTS:
Council Member Anderson gives a brief report on the opening of American Bonanza Gold Mine; Solar Reserve Project and Arco Truck Stop Phase II. Council Member Anderson comments regarding people cleaning up properties along Main Street.
Council Member Kelley comments regarding a virus going around town called negativity; referring to negative comments and rumors. Council Member Kelley comments briefly on the Ad Hoc Ethics Committee meeting held today at 4:00 p.m.
CONSENT AGENDA:
1. Approval of accounts payable (Check Series: 30577 – 30633/total = $150,448.31)
2. Approval of Minutes of Regular Meeting of August 10, 2010.
Council Member Kelley motioned to approve the consent agenda as presented; check series: 30577 – 30633/total = $150,448.31and minutes of regular meeting of August 10, 2010. Motion seconded by Council Member Lukkasson. Mayor Foster calls for the vote. Vote – 7 in favor. MOTION CARRIED.
NEW BUSINESS:
082310 – 1. Discussion and possible approval of Special Event liquor license for Quartzsite Country Bash to be held in the Town Park on October 2, 2010.
Town Clerk Karen Norris presents this item to Council informing them that this item still needs to be reviewed by the Planning and Zoning Department. Mayor Foster motioned to table this item. Motion seconded by Council Member Kelley. Mayor Foster calls for the vote. Vote – 7 in favor. MOTION CARRIED.
082310 – 2. Discussion and possible approval to continue the Annual Halloween Caravan.
Council Member Kelley motioned to approve to continue the Annual Halloween Caravan. Motion seconded by Council Member Winslow. Mrs. Susan Cushman, resident, gives several reasons why there is a need for change with the Halloween event. Several residents speak out in favor of keeping the Caravan an annual event. It is the consensus of the Council that this is not an issue the Council needs to be involved in but rather support whatever event the community chooses to put on. Council Member Kelley amended his motion to approve supporting any Halloween extravaganza that the Town may come up with. Amendment seconded by Mayor Foster. Mayor Foster calls for the vote. Vote – 7 in favor. MOTION CARRIED.
082310 – 3. Discussion and possible approval of Promotion of the Town funds for:
- Quartzsite Business Chamber of Commerce
- Quartzsite Historical Society
- Quartzsite Senior Center
- La Paz County Economic Development Corporation
- Proud Neighbors of Quartzsite.
Council Member Lizarraga motioned to approve Promotion of Town funds for Quartzsite Business Chamber of Commerce. Motion seconded by Council Member Kelley. Mayor Foster questions Town Attorney Walsma regarding some recent changes to the law regarding municipalities giving money to groups and organizations. Attorney Walsma states she is aware that there have been some issues regarding this but would need to research it for specifics. Mayor Foster states he would like to see this item tabled until the attorney can look into this further; and he just wants the Town to do this properly. Council Member Lizarraga withdraws his original motion and re-motions to table this item. Motion seconded by Council Member Winslow. Mayor Foster calls for the vote. Vote – 7 in favor. MOTION CARRIED.
082310 – 4. Discussion and possible appointment of Barbara Bowman and Star Bearcat to the Planning and Zoning Commission, term to expire August 2013, as recommended by the Planning and Zoning Commission.
Council Member Winslow motioned to discuss and possible appoint Barbara Bowman and Star Bearcat to the Planning and Zoning Commission, term to expire August 2013, as recommended by the Planning and Zoning Commission. Motion seconded by Council Member Anderson. Town Attorney Walsma asks Council Member Winslow to clarify his motion. Council Member Winslow states his motion is to “appoint” Barbara Bowman and Star Bearcat to the Planning and Zoning Commission. Council Member Anderson asks if Barbara Bowman and Star Bearcat are present at the meeting; Ms. Bearcat present, Ms. Bowman is absent. Council Member Winslow amends his motion to appoint Star Bearcat to the Planning and Zoning Commission, term to expire August 2013, as recommended by the Planning and Zoning Commission. Amendment seconded by Council Member Anderson. Mayor Foster calls for the vote. Vote – 7 in favor. MOTION CARRIED.
COMMUNICATIONS/PETITIONS & CITIZEN COMMENTS: (call to the public)
Mrs. Joyce Snyder comments regarding everyone getting along and comments that have been made to her. Mrs. Snyder also comments she has three more kittens.
Ms. Rain Shanana Goldenbear announces the Centennial Committee has a lot of events planned; they are planning a community party in the Town Park in May. Ms. Goldenbear announces QuartzsiteAZ is now on twitter, everyone is invited to follow along.
Ms. Igia Halfmoon shows a picture a child drew for her; the picture is regarding “Bullying”. Ms. Halfmoon comments regarding Bullying Prevention Month.
Pastor Mike Hobby announces they have drinking water available for anyone who needs it.
